When building one of the infected is it BP for racial package + BP for playing an HMHVV infected char or do I only used the BP cost for the infected given in the runners companion?

The Infected is a template - aka a Quality, & follows all the normal rules for qualities, excepting being unrestricted by the 35 BP character-generation limit.

You must be the appropriate race to select a given Infected type.

I don't mind having infected characters when I GM as long as they become infected after character creation. It is one of the things I don't like in the rules.
