Okay, we know the table. What do people think the distribution of Attributes is like? 3 is Typical, but what percentage of the population does this represent? What percentage are at the extremes? Any thoughts/ideas/suggestions?

For humans, I've always thought that having an attribute at 3 would be normal for someone who survives in the shadows, but a 2 would be "typical" for a normal citizen if he didnt have a job that needed it. Why would an office clerk who never does any physical excercise have a body of 3 unless he goes to the gym?

You average office clerk is underdeveloped physically. That is just a given.

I generally assume that about 95% of the population will fall between 2 and 4.

I've always assumed that there was an approximate fit to a normal bell curve:
- < –1.5 σ = 6.68%
- –1.5 to –0.5 σ = 24.2%
- –0.5 to 0.5 σ = 38.3%
- 0.5 to 1.5 σ = 24.2%
- 1.5 to 2.5 σ = 6.1%
- 2.5 to 3.5 σ = 0.6%
- > 3.5 σ = 0.023%
Which puts 86.6% between 2 and 4

I think the new average is about 2.5. Those attributes that the average person uses every day will, on average, be 3. Those attributes that an average person rarely relies on will be 2.
- Average garbage man, dockworker, lumper, and construction worker - 3 str, 3 body, 2 logic, 2 charisma.
- Average analyst, wageslave - 2 strength, 2 body, 3 logic
- Average salesman, manager, networker, teacher - 2 str, 2 body, 3 logic, 3 charisma
- Average taxi driver - 3 reaction
- Average artist, musician, dancer- 3 intuition, 3 agility, 2 logic

Not the exact spread I would use, but just as a rough example to how the curve of attribute spread should look like; the majority of people will be "underdeveloped" in 5-7 of their 8 attributes.
1: 10
2: 50
3: 30
4: 10
5: 2
6: 0.1

I always took it kinda like this:
Human with attributes:
1 => completely inept (example a str 1 = barley can stand under their own weight)
2 => Underdeveloped (example a str 2 = your typical "weekling")
3 => Average (example a str 3 = standard human age 25-50 can pick up a child with ease)
4 => Above average (example a str 4 = some one that works out daily and has defined muscle mass)
5 => Superior (example a str 5 = your average pro athlete American football player)
6 => Elite (example a str 6 = World's strongest man contestant)
7 => Godlike (example a str 7 = A roid monkey)
