Shadows of North America shows Newfoundland as part of the UCAS. The
Neo-Anarchist Guide to North America says Labrador joined Québec in 2017, while Newfoundland merged with Maine in 2019, more than a decade before the union of Canada and US.

Labrador joined Québec in december 2017. That was only a few weeks before Washington and Ottawa signed the Denver Treaty. Maybe they feared Ottawa would give them away to the Trans-Polar Aleut. Even after the treaty, the others states could fear Ottawa would not send any help should the tribes around start or continue fighting there.
