I'm sure it's been covered before but my search-fu is weak.

Does this mean that programs like Black Hammer and Blackout are programs that can't be learned as CF's or is the rule limited to IC, as in, agents loaded with those programs?

IC specifiically refers to the Agent/IC/Pilot Software Component of the equation... You can learn Black Programs all day long as CF's
Blackout and Black Hammer are HACKING Programs that are loaded into IC frameworks...
