When making an hmhvv roll what counts as a failure? Is it not reducing the power to zero or just not scoring a single success.

I think it is not reducing it to 0. Anyone know where the rule is exactly?

The rules are in the runners companion, and in running wild.

Yes,thats the Problem and thats why it has to be Errattaed The vector has to be changed to Injection and its Power has to decrease

Yeah. Someone else already brought up the logical inconsistency, but you can't have ghouls as incredibly contagious plague carriers and an oppressed minority slowly gaining rights.
