rember that beyond some velocity or other, hitting water is just as dangerus as hitting concrete or similar hard surface...

If fired at 'close' range, plenty of rifle rounds will probably fragment when hitting the water. Round nosed, medium to low velocity pistol rounds will probably fare the best (barring certain types of shotgun slugs), as the bullet will most likely hold together. I would guess that the .45 ACP and .40 S&W will go through the water best, as they tend to fire relatively heavy bullets.

I imagine lower-velocity rifles firing tough solids meant for big and dangerous game hunting might also do pretty well. Like, say, a 500gr tungsten bullet with a small meplat out of a .45-70.
