I think you might want to read that section again. It is not very well worded, but I don't believe it was Colloton that was president in 2064. I think it says that she was working under the orders of the (unnamed) president at the time. It does go on to say that the election 'mistake' (ie. electing a Corp lackey) was fixed in '68 when she was elected.

"poorly worded" is an understatement. But my copy calls her President Pro Tem, so... explain that.

I think you missed the "," and misunderstood the sentence. It was fairly clear to me at least that they were talking about two different people there. If it was only one there would have been a second "," after her name.

Erm, my copy has Gene Simone (whoever that is) as President Pro-Temp on p106, but it also has the following "Following Acting-President Daviar’s orders, Colloton declares Martial Law." on p26 in the timeline. A bit of disconnect there, although it could be just a timing issue or the fact that Nadja Daviar relayed her orders to the President Pro-Temp while in hiding.

Well when the virus hit Shadowlands it looks like they still didn't know what they were dealing with, they where just tyring to get the CC's download out the door to warn the world. Captain Chaos and a few others played Horatio, and lost. There are a lot of dead deckers out there.

There's a confusion, as pointed out on the other thread. VP Daviar is missing, and the Pro Tem President orders Colloton to declare martial law.

Well, if the speaker was also dead or incapacitated then they'd be the next in line of succession if Daviar was so deep in hiding that she was legally "incapacitated" the same way Herbert Walker was technically incapacitated in March 1981, making the Speaker the most legitimate person in charge, despite of Gen. Haig's statement.
So, it depends.

The assumption is that both Daviar and the Speaker would have been unavailable, unreachable, incapacitated and possibly even assumed dead as a result of the communications collapse following the Matrix Crash and the coup and Gene Simone was the only one around to step in.
