You'd have to buy them with spell points. At a cost of 25,000 per spell point and probably a cost of around 20* spell points for another full power point, I don't know if it is cost effective.
*a little less if you use initiation

Actually, there's a single line that prohibits physical adepts from buying spell points and converting them to karma for purposes of initiation.
Shamen and mages are under no particular restraints.

Page 60, BBB:
"Because adept characters do not get Spell Points during character creation, they cannot bond weapon foci at that time."
On the same page, Mages and Shamen can pay bonding costs in Spell Points.

An adept of the magicians way gets spell points and may use them to initiate if the GM uses that optional rule. That's the only way I know of.
