Yes and no: it does cost 10BP per point at creation, but it does not count towards the Attribute cap.

Actually it is just yes to the question whether Edge is an Attribute. Those Attributes that contribute to the cap are Physical and Mental Attributes. Edge, Magic and Resonance are Special Attributes.
