I'm pretty sure I've read in some novel or adventure about who's in charge of Ork Underground, but where? Does anyone know? And can I find more info about the Underground then what's in both the Seattle books?

I could've sworn there was a council. Or at least that was a rumor that I thought I remembered from New Seattle Sourcebook.

That wasn't the Underground per se. that was a bunch of orks living in a defunct mall.

On the other hand Never Trust an Elf doesn't specify if he's a sole ruler, if he's an elected ruler or even if he's ruler of the whole thing...

I don't have access to any of the material at the moment, but I seem to recall some info on the Ork Underground in some of the material surrounding the Renraku Arcology Shutdown. It might be a direction to look for recent info on it.
From what I remember in relation to that material the ruling council sounds about right...

There are some who believe that the entire Seattle underground is one giant connected world. I don't believe this.
There are several different undergrounds. The tunnels in Payalup, which connect through lava tunnels well out into the NAN are 50 miles away from downtown. I don't believe that anyone has dug a 50 mile tunnel connecting them. If there are different, unconnected undergrounds then there are different rulers.
In DNA/DOA the underground is in Tacoma, not connected with the tunnel systems in any other part of the sprawl, even though it is a fairly large complex of sewer and access tunnels, as well as add-ons by the local populace.
What is know as The Orc Underground is in downtown, origonally about 10 blocks by 10 blocks, but greatly expanded by the dwarves and orcs. This is the one that connects to the Renraku Arc and all the other cool downtown places, all the way down to the waterfront. It's also the one controlled by Kham's grandfather
Payalups underground was origonally formed by Mt Rainier's lava flow. Combining that with the local sewer system, and several mining operations which were attempted after the blast and some manual digging has produced a vast, and fairly unpopulated series of tunnels which, if you know the right guys (The Black Rain and the Tanamous Ring for sure, others probably) is a free pass in and out of the NAN.
I believe there are other undergrounds in the Seattle sprawl, but I don't know anything about them

Into the Shadows has a reference to it in the last story.
I tried to compile some information on
