This actually brings up a slew of interesting legal conundrums. If a centaur gets busy w/ shapeshifter, is it still bestiality? What if there's a naga involved?

Depends on the country. If only one part of the coupling is recognized as a non-animal, it probably would be. If both are non-animals, there shouldn't be any problems, likewise if both are animals. I like the fluff piece in running wild detailing how centaurs are livestock in the CAS. A centaur cop from the PCC flies into Atlanta on first class, flies out in the cargo hold (but no one could complain when she kicked a baggage handler).
