How would one stat such an...alien creature?

Definitely a Changeling Shapeshifter with excessive changeling qualities that bleeds over to normal qualities, and definitely a freak even when in 'human' form, id rather say 'humanoid'.

Attributes and Abilities in both forms
- Setae
- Shiva Arms X2 (to get the X8 Limbs - Becomes Tentacles in animal form]
- Webbed hands and toes
- Extravagant Eyes [Definitely nonhuman]
- Natural Venom [Exhalation Spray - Ink]
- Double jointed [Normal humanoids don't BEND that way...]
- Water Sprite Quality
- Improved Sense: Scent
- Incompetence: Athletics Group on land [Slower, Weights more etc]
- Brittle Bones [-2 BOD for defense against crushing damage like fists, pipes etc]

Animal Form Bonuses
- Gills
- Boneless [Impact Armor +2]
- LOG +2
- INT+2
- Underwater Vision
- Raptor Beak
- Cephalopoidal Skull
- Land: REA / AGI Halved
- Land: Treat as Seal
- Sea: Treat as Seal
- Reach +2 due to tentacles [Elongated Limbs X2]
- Count Tentacles as "Friends in Melee" for +2D6 or -2D6 for opponent.
- Dynamic Coloration
- Low Light Vision [For deep sea hunting]
- Flare Compensation [Ability to control amount of light the eyes absorb]

Well, I even took all "animal" side bonuses and costs and halved them as they are only in use when the shifter is in animal form.

- Land: REA / AGI Halved
- Incompetence: Athletics Group on land [Slower, Weights more etc]
- Brittle Bones [-2 BOD for damage resistance in Melee]

Not sure how to stat the above negatives - Brittle bones can be a 10 point negative quality. Incompetence with a skill group could be 10 (about half since they are only negatives on land). Also halved attributes are a 20 points

Final Cost: 80 BP (was 85 but I rounded down)

Cost same as Bear shifter, less attributes but lots of other abilities instead.

They're generally pretty damn intelligent for cephalopods so high LOG/INT make sense to me. I could see a case for REA and maybe AGI potentially. Good infiltration skills and natural camo of some sort. Maybe Enhanced Sense: Sight and/or Low-Light dependent on what specific species you're working with. Gills if you actually want them to operate in water.

I used the Setae metagenic to try to mimic the the tentacles for the Bearsharktopus, need to rewrite the fluff for it though. Double jointed would be a good addition, going to have to yoink that idea.

Definitely interested in seeing what you come up w/.

Should it have a BOD bonus? After all, the Giant Octopus have been found weighting in at 71 kilograms.

I'm a bit confused because it doesn't look like you're building a shapeshifter. For one thing, shapeshifters in humanoid form are almost perfectly humanoid, so extra arms doesn't fit and neither does venom. Also, stats are the same in either form.

Would be a SURGEd shapeshifter I believe. I think it would be a judgment call as to whether/which metagenics applied to which form(s) (and whether you can build the character at all...) but ???

Yes indeed they are - but those animals are specifically mammals.

I find deep sea creatures far more...alien and I wanted to reflect that in this kind of shifter.

Also, most mammals have 4 limbs and change to a 4 limbed being - The octopus becomes something more different.
