For one thing, you've made the all too common mistake of assuming the exceptions you've acknowledged don't count. It's akin to saying "except for shooting people, bullets are useless".
Runs more often than not come with odd and awkward caveats. Like, kill this guy but not with magic. A run that is made easier by frangible rounds is likely to be a rare thing, but not unimaginable.
In addition to the two prime examples you gave yourself, there's always running out of ammo and picking up a security guard's weapon. If frangible is all there is then it's better than nothing.
