You know American isn't a language right? Your Sammy could use some better fake SIN and a bit better Comm. Currently you'll get arrested at the first check and a kid can hack your pants off. Also how has a redneck genetech?

I like that he does not speak English Nosireebob, this un talks American! A R1 SIN won't get him very far and the pheromones aren't a modifier for charisma, but for social skills.

SR20A says pheromones add to charisma and social skills. wouldn't use modified rating for things like composure.

It's a dialect of English. No, I'm not joking. I had to work Tech Support for all of the US, and American is quite different from British English, Canadian English, Fringlish (obviously), and Jamaican Patois (again, obviously).

Yes there's American dialects of English, just like there's Australian dialects or heck even incomprehensible british ones. It's still bloody English

You are missing at least one piece of vital equipment...a 2x4.
I'd be worried about Uncouth. He'd become the face's action figure, even with 5 cha.
Some GMs may deny the inbred pain editor. Can he turn it off? Some may require that it be activated by beer.

I believe you are correct. I could have sworn I remember the Bushwhackers running around with assorted tools of the trade. They must have done a tag team or fought in a tag team against him, because I remember one of them at least smacking himself upside the head with a 2x4.

In the rural parts, yes. And most of Canada is rural.
I'm in Winnipeg, a small(ish) city in the centre of North America. I'm originally from Northern Ontario, which is infamous for it's distinctive style of rednecks (Red Green is a Northern Ontarian-Style Redneck.).
