I'm currently kinda using both but don't want to fork 60$ to get the full package for Hero Lab... although I find the export option to be more complete and extensive.

Any way to "fast create" NPCs in chummer without having to go through as if I was creating a whole character?

Yup. Look in the saves folder in chummer. All the base line NPCs from the core book, Contacts & Adventures, Runner's Companion and other sources are already statted out.
The other thing you can do with Chummer is clone NPCs. Make up a baseline guy, clone him and then tweak the clone as you like.

And with Chummer's Omae feature you can download many more characters, several run modules already have their NPCs completed and ready for download.
