If that's a guy called Yves Rossey, it's legit. He flew across the English channel a few years back (20.6 miles), the whole lot was live broadcast on TV.
That pack's built with mostly off-the-shelf hardware too. The engines are based on model aircraft engines, as is the entire fuel / electrical system. It terms of control it has a throttle. A bit o' clever design on the wing profile itself puts the center of lift just where it needs to be for him to control pitch and roll via body movement. It's crazy to watch.
