Can implanted bioware exceed a racial attribute maximum?

Nope. So Humans with Str 6 can only get Muscle Aug 3 (otherwise that last point is wasted).

It depends on the implant. Those with a solid and permanent bonus, like Muscle Augmentation, cannot exceed your Attribute Maximum apparently due to the fact that they're just giving you what you could have done if you worked out enough. Those that grant a circumstantial bonus, like an Adrenal Pump or Suprathyroid Gland, should be able to do so since their genuine augmentations (much like those produced by drugs) rather than semi-natural improvements.
Note that the rules don't address this difference... it's just a logical ruling. By canon there's no difference; all Bioware is limited by your AM.

Suprathyroid isn't an on/off Bioware. It's constant.

However, sure, on/off Biowares (or circumstantial) should provide their full bonus.

I don't recall once using the term "on/off" or anything even remotely close to that.
Suprathyroid Glands grant a bonus due to an increased metabolism. That has nothing to do with your natural muscles or anything else along those lines; it's nearly the same as if you constantly had a drug pumping through your body.

Actually, the side effect is higher metabolism, not the opposite. Just as another side effect is increased heat output.
Attribute Maximums also apply to Mental scores. By your ideas, Cerebral Booster or Tailored Pheremones don't abide by the rules of Maximums, despite it blatantly saying all Bioware counts towards it.

Cerebral Boosters would (since you can increase your Intelligence naturally, and this just artificially does the same thing). Tailored Phermones wouldn't because it has a purely chemical influence on other people and how they perceive you -- it doesn't actually affect you.

I cant even begin to imagen how to roleplay an intelligence 8/9 character.
Even with my intelligence of 6
