I refer to the Subduing Combat, p.86, Cannon Companion

If a character want to subdue an opponent, he make a standard melee test, with a +2 TN modifier for subduing. He must achieve a number of succes equal or greater than the opponent Quickness.

Does the opponent may dodge this maneuver and make melee test to count-attack? If yes, this maneuver seem pretty hard to achieve
