can't find them in mits or core. were there spells in sota 64 too?

It's not "assembled" in either.
MitS page 54 for the elemental effect of water, stun damage and equal drain as other stun elemental manipulations.
[edit]Oh yes, there they are in Wastelands, except someone mistyped the drain so the area effect one has the same code as the single target one. Conveniently, aside from the special icy arctic rule, it just points back to MitS.
