This is based on FanPro's clarification that recoil compensation is applied per action. Tell if this looks correct.
Burst examples:
DV = Damage Value
RM = Recoil Modifier
Def = Defender's Dice
Street Sam = 7 Agi, 5 Auto skill, smartlink = 14 dice
Defender = 5 Reaction, 4 Dodge
Ingram Smartgun X = DV 5P, +2 RM
Short, narrow burst (3 bullets, +2 DV, first: -2 RM, second: -3 RM)
[simple action]
First SN burst = 14 dice -2 RM +2 RM = 14 dice
Defender = 5 dice (or 9 dice with full dodge)
First damage = 5 DV + 2 DV +net hits = 7 DV
Second SN burst = 14 dice -3 RM +2 RM = 13 dice
Defender = 4 dice (or 8 dice with full dodge)
Second damage = 5 DV + 2 DV +net hits = 7 DV
Short, wide burst (3 bullets, -2 Def, first: -2 RM, second: -3 RM)
[simple action]
First SW burst = 14 dice -2 RM +2 RM = 14 dice
Defender = 3 dice (or 7 dice with full dodge)
First damage = 5 DV + 0 DV +net hits = 5 DV
Second SW burst = 14 dice -3 RM +2 RM = 13 dice
Defender = 2 dice (or 6 dice with full dodge)
Second damage = 5 DV + 0 DV +net hits = 5 DV
Long, narrow burst (6 bullets, +5 DV, first: -5 RM, second: -6 RM)
[simple action, but only one per round]

Recoil stacks. So if you do a short burst your first burst is -2 and your second is an additional -3.
Your first example should look like this.

Hm. How 'bout that. I totally misunderstood the recoil rules. I figured that recoil worked only once a phase.
So if you had two points of recoil on the first burst and three points of recoil compensation you'd use two of the compensation on the first one and the last one point of compensation on the second burst. So you'd be -0 and -2.

Nope recoil comp works once per action taken. So it ends up working twice if you take two simple actions, or once if you take a complex action to fire.

Doesn't the example provided on page 143 contradict the statement that recoil comp applies to each shot and that the recoil penalties aren't cumulative?

The book is much less than clear, and that example doesn't show the uncomp recoil carrying forward from the first burst because it's a bad example where there is no uncomp recoil on the first burst.
