I'd be interested in a link to that prototype, as every other source I've seen says it's not going to happen.
Mythbusters (also on the Discovery channel, actually) did a show about exactly that, and were unable to find any sort of frequency that could cause such effects.
Has the military looked into it? Sure, I'll believe that. Do they have an actual prototype that works? I want proof.

I saw the show about 4-5 years ago. It was about less than lethal wepons for the police and military. I have no Idea if you could find it on the net at all.
