I really does agree with you, but I would had some more information on that.
The choice between one of this consistent system depends on wether you prefer

a very simple system: linear, bp
the linear system gives a lot much more power to character with high ranks, therefore the GM approval must keep everything under control.

or

a "more logical" system were expertise has a cost : karma system
no problem with high ranks - pay for what you have.


I have run a game during two years with the first system, but I really was in charge of balancing the characters potential.
For SR I would really prefer the karma cost system.

Attributes: 150 BPs
B 1 = 0 BP
A 2 = 0 BP (thanx to racial bonus)
R 1 = 0 BP
S 1 = 0 BP
C 7 = 40 BP (thanx to racial bonus)
I 2 = 10 BP
L 2 = 10 BP
W 4 = 30BP
M 3 *= 30 BP (because of 1 point lost)
E 4 = 30 BP

total = 150 BP
