Ditto on that! It also makes the book longer and more tedious to read.

In my opinion, player characters should start as relatively weak, gaining proficiency and talent as a shadowrunner as they perform runs. |
If I wanted that type of game, I'd play D20 Modern. I like shadowrun because the system does support reasonably adept characters right out of chargen.
If you want lower starting characters, then just use the option for fewer BP at chargen.

The problem is that the BP and Karma costs are different, not that the BP costs are set up in any particular way. The BP or the Karma system has to go, being replaced by the other. But using either as a template works fine. |
I really does agree with you, but I would had some more information on that.
The choice between one of this consistent system depends on wether you prefer
a very simple system: linear, bp
the linear system gives a lot much more power to character with high ranks, therefore the GM approval must keep everything under control.
or
a "more logical" system were expertise has a cost : karma system
no problem with high ranks - pay for what you have.
I have run a game during two years with the first system, but I really was in charge of balancing the characters potential.
For SR I would really prefer the karma cost system.
