Are spirits bound by the same hard cap characters are?
In the entry on page 294, it says that all spirits have skills at rating equal to their force...Does this mean that if I summon a force 8 spirit it has rating 8 skills?
An example of this would mean that my Force 8 Fire Spirits rolls 32 dice to dodge has a base initiative of 32 which can easily climb up to 40 after rolling.
Also since many spirits have Sapience as a base power, how would you rate learning a skill as a service? If I bind my elemental and want to force it to learn a new skill which I plan to exploit later, does that take a service, multiple services?

32 dice to dodge...I hope you're not referring to physical combat in the material world!? O_o
In the astral plane, I don't think you can 'dodge'. instead you use the astral combat stuff. That, or else the stats should be much more sane than that.
But let's not forget a force 8 spirit is a fairly powerful spirit - they do have some munching liberties.

If you read the german errata to hold true then the fire elemental's reaction is F+3 making the number of dice on a dodge (if they're specifically spending the complex action to dodge so they can use the skill) is F*2+3 or F*3+3 in melee where it can add its melee skill too (19 or 27 for a force

This is still formiddable, and the possibility of summoning force 8 (and even higher) spirits is one of the things that makes mages so powerful. The other thing to note is that the summoning can deal up-to 16 points of physical damage to the mage attempting it, although the likelyhood of that happening is fairly small.

"fairly small" is actually "vanishingly small" -- 16 points of damage will occur approximately 0.014% of the time -- that is to say, you can safely ignore that possibility.
The actual damage rolled is more like 5.33 +/- 2.44. Which is pretty significant; that puts it on about the same scale as taking a bullet but with more variation.

Changing the x to a + fixes the reaction problem.
How about the skill question or Sapience?

Spirits have Sapience, but they do not gain Karma. That means that while they are capable of learning, they aren't going to do it unless someone pours Karma into them.
In previous rules, Karma could only be given to Ally spirits and Free Spirits for that purpose. You are welcome to houserule such spirits, however.
