In-house couriers are most likely outfitted cortex bombs as a 'security measure' to prevent them from capture or to protect corporate investments if the courier was ever compromized.

I completely agree. But that doesn't exactly guarantee loyalty, nor is it fool-proof. Nor is it for every courier.

Nor does it help you do stuff without letting your corp assets division know you're doing it.
