Chaos Spirits
All physical stats except Reaction: F-2.
All mental stats: F
Reaction: F+2
Powers: Materialization, engulf, fear, elemental attack (chaos), mind seed.
Optional powers: Greater fear, greater engulf, natural ability (chaotic world), generate background count.
Allergy (severe):metal
Greater Engulf:
Instead of eating away at the physical integrity of the engulfee, if rearranges and deforms the target's organs and physical structure. Not even Picasso on LSD could love the engulfee. Nothing short of getting organ replacement surgery can heal this damage. It does damage as normal, but it heals as mentioned above.
Elemental attack (chaos)
This attack resolves as normal, except with double damage done to artificial objects.
Greater fear:
The target rolls Willpower vs. Magic+charisma. For every net hit, the target will have to avoid facing the spirit for one day. If the spirit gets 4 or more net hits, the target will unquestioningly follow one order given by the spirit. This is an area effect.

Emo--If you really want Spirits to be game breaking, use their Pre-errata stats.
Re: The Chaos spirit, are there limitations on who can summon it? Any special effects on the summoner (Drain, etc) ? Without having a context for the creation, it's difficult to determine what is game breaking. If your players are all playing double-digit intitiates with the Greater Western Dragon template added on for giggles, then this creature may not be that severe.
Other ideas to break the inherent balance of the game:
Have all armor treated as hardened--Effectively if the power plus AP does not exceed the armor rating, then the attack doesn't penetrate.
Allow armor layering--Add all the armor ratings of the various pieces together at their full values.
Don't allow resistance rolls to magic unless counterspelling is available.
Summon Rock Man Mecha suits for all of your security guards.
Using the diminishing returns rule for Edge in conjunction with a refresh rate as slow as molasses in January.

Don't let the great engulf's rearrangement of the victim's body kill him. Instead have it be permanent reductions to social skills until it's either dispelled or the spirit responisible is destroyed (not disrupted, but actually hunted down and destroyed).

He must be corrupted by chaos, and have one of the marks of the chaos gods upon him. Sadly, if he really botches during the summon, the spirit of chaos might deep-strike into a wall or something, which is really unimpressive when it happens...

This is only summonable by those who follow Chaos Undivided. Otherwise, it has to be one of the other four aspects of Chaos.

A (semi-)fiberless fiber optic network utilizing drones and/or emplacements (depending on whether the user is the GM or a player), with ionizing lasers to clear the air (so to speak) between the retransmitting drones' prisms/mirrors.
There should be a ubiquitous network of this kind in Portland (at least downtown) and Royal Hill all directed by the Peace Force to a central or regional offices full of mages ready to nuke the shit out of anyone who pisses them off.
