Fair enough. The same thing can be said of street crime, such as muggings. The predator is not going to go after random people but rather is going to go after the people who look weak, unattentive, and so on.

anything that takes away free will-magic or drugs is bad.Pheromones are not, they and stuff like spells on yourself just increase how attractive you are but it doesn't take away free will from your target. I've turned down guys who I thouht were hot.
They other side of the fence is that woman wear make up, perfume, I've been known to dress to emphisize my bust. none of that took away a guy's free will if he wasn't interested in me, but let's be honoest, me flashing my cleavage will get his attention, pheromnes will get mine.

Dosen't take away free will? That's what *you* think. The other day a woman flashed her bra at me and then asked for some small favor. I thought about it for a moment and said, "I don't think I really have a choice since you just lifted your shirt at me..." and proceeded to do whatever the thing was, I already forgot.
So, I believe that I do lose free will when someone flashes real, live breasts at me.

Well, within SR's messed-up rules for using social skills, things like tailored pheromes do take away your character's free will. It depends on how broadly the GM defines social skills and how high or low he sets the thresholds, but in some campaigns, social abilities are the ultimate munchkin tool.
As far as SR goes, tailored pheromes might not be illegal, but adept powers and self-affecting spells would probably be less tolerated, simply due to the general public's distrust and unease regarding magic.

Tailored pheromones only take away free will mechanically in that the NPCs already don't have free will, and tailored pheromones tend to predetermine their actions slightly more (probabilities are easier to predict).
One could also argue that humans in general have no free will, only the illusion of free will. In which case anything that takes away that illusion may be considered rape.

Hardly. If humans have free will then anything that is considered rape may be considered rape—the lack of free will removes the ability to "consider" in any meaningful fashion.

I thought about this last night. Showing female breasts forces a heterosexual guy to make a D&D style Save vs. Death Ray. If you make the saving throw you retain free will. If you fail the saving throw you just lost free will just as surely as if someone had successfully cast Charm Person on you.
So you see, dressing up to show off t3h cleavage does remove free will insofar as it's possible you'll fail your saving throw. After all, most people would agree that Charm Person takes away the free will for the most part.
