...precisely what I like too. I have designed many characters in the past (SR3) that didn't have 3d6 of initiative and a 15+ Reaction.
Three of my favourites were Leela (musician and ex member of a resistance cell), Margo Grande (archeologist), and Lana Lane (reporter). Many of the other Ubermench players thought they were useless because they didn't have that gawdauful fist full o' dice attack (well, Leela did have her Demolitions, but that requires time and planning to properly set up), but they were resourceful and had skill sets which went farther to help with a mission's success than simply shooting (or casting) at everything that comes along.
