That's not what Forbidden means. Forbidden means that it's illegal for private citizens to own, let alone use, the Forbidden item/substance/program. The military, corporations, and etc. are all free to use it dependent upon the actual item/substance/program and local/corporate/federal laws.
The Legality rules are relative to civilians, period.

however Black IC is not legal for

pretty sure that's against the rules of
all levels of law (personal, governmental, international, and corporate court).
