Yes.. but in this condition you are simply defaulting to the program, not an attribute.

You don't substitute it, "you use an appropriate device or program attribute in place of your character's attribute". The character's attribute is

But it makes no sense that you couldn't do anything without a program. I mean, do you really need a program to browse through a list of files off a computer, or analyze to look at what it does? Perhaps I'm missing something , but that just doesn't seem logcail to me.
How can it not make sense? Ok, here are a few examples. Take your computer and connect to the Internet. Now check the forum, but you cannot use a web browser.... Search Google, but again, no web browser. If you do not have a program for the task, it is impossible to perform the task.
