OK the pulse spell was introduced prior to Arsenal and a better defined EMP effects.

So does the Pulse spell effects change to fit the new EMP effects or stays the same as before?

Why would it change? It is Magic, and does not necessarily have to conform to technical standards is all its aspects. I would just leave it as it is described in Street Magic.
