As we all learned in Physics... Weight/Mass have nothing to do with the acceleration due to gravity.

D = Vi * T + 1/2 A * T^2

Our mage will fall D = 0 * 1.5 + .5 * 9.8m/s^2 * (2.25 s^s) = 11.025m before the spell goes off and starts slowing him.

If it takes 3/IPs seconds to cast levitate (we'll assume 2 IPs for the mage) that means after 1.5 seconds the mage starts to slow.

Vf = Vi + AT Vf = 0 + 9.8m/s^2 * 1.5s = 14.7 m/s

The amount of time that it takes to slow back down to zero is

T = -Vi/A or -14.7 m/s / - (Force * Successes) we'll give force 4 and 2 successes T= 1.8375s

And the distance the mage will fall until he stops is

D = 14.7m/s * 1.8375s + 1/2 (-8m/s^2) * (1.8375 s)^2 = 27.01125 m - 13.505625 m = 13.505625m until he stops

Total Distance = 24.53m or so.

Arguably, since every combat turn is divided into 4 IPs, and everyone is able to act in the first IP, it only takes .75 of a second for levitate to be cast and to begin effecting the target.

Yeah, but you didn't take air friction into account, and the uncanny fact that a big troll will fall slower than a skinny elf (bigger body = more surface/resistance).
If you wanted to make unnecessary intricate mindbreaking rules to calculate freefall speed, you could use Body + Strength to evaluate the runner drag.
But I'm getting insane here. Time for my shot...

I was trying to keep things to the High school physics level. If we want to go that far, we'd also need to know the humidity level and the distance above sea level to calculate the density of the air as a slowing force of friction. In either case the difference wouldn't be that much.

However using the formulas above, you could determine if Mr. Troll Mage could slow himself to a stop before he hit the ground.

my Cat-Shaman in 3rd ed usually had Fashion, Makeover(nothing better than those two spells to ALLWAYS look better than the Face or the elven Charisma 9 Bitch no matter what the circumstances . . it drove them up a wall ^^), Improved Invisibility, Levitation, Cause Allergy(to really annoy people and make their life hell for some time . .)
From time to Time, there were others like Cure allergy(for himself, mediocre Allergy against Dogs) and Stun-Ball
