It's the communication that other people can use to scan for a hidden commlink. Wireless receivers are more like a microphone than a camera: they can detect when something is making noise, but not its location. Thus, it takes a little work to find something that's transmitting but not announcing its presence.

on that note, whats the likelyhood that only employees of corps or governments are allowed to do security recearch legaly? and there is no system for public release of findings? hell, if done one may be arrested on some terrorist charge or other?

That you will not see any Better EW rules, but what can you expect from a rules set that allows a mere piece "Software" to perform the work that in real life involves both Hardware and Software. But I guess they figured that having Jamming Software was beyond what most could tolerate. grinbig.gif

Well, considering some recent German laws, very likely, on all accounts.

The gouvernment will have a sizeable, well-equipped, well-trained matrix crime police department. They will activly develop hacking programs.

At the same time, more advanced "diagnostic" software to test the defenses of a node will be forbidden, at least for the general population. ECCM 3 is certainly more "civil use" than Analyse 6.

Releasing fixes for exploits developed and used by the gouvernment will get you into trouble. Accidentially comming across the exploit and fixing it is OTOH quite surviveable. I´ll have to ask a friend if Terrorism itself is even a possible charge in Germany - for the time being, assume that being closely watched is your primary concern. "Secondary" charges stick better and faster than terrorism, and hackers commit crimes.
