Not quite. I have a group of PCs that was built to take into account background counts and make use of them. One of them had Astral Hazing(hello Astral Hazing Fomori Technomancer!) and the rest of them used BC4 as a hard datum for their builds since that guy is always in the center of BC4, so no one could screw them over with Mana Static hijinks and they could operate just as well in space and other unstable and unfriendly mana environments.
How'd you do that?

Horrendous Metagaming and Min/Maxing one-trick-ponies.
and then they did not go away from him more than some meters.

For the adepts, simply many different powers each with Magic-4 levels and the sum of 2-3 such "modules" of powers do not exceed Magic-4.
Mages and Mystic Adepts that are focused on magical power, it is a little more tricky but basically it boils down to the willingness to drop back, provide Counterspelling and mundane cover fire until your Magic gets higher.
And let me assure you that these guys are not most definitely not 1 trick ponies and 6 meters can be quite far.
