So, I was thinking, without turning yourself into a cyber-zombie, I believe that you could work out with your GM having a laser pistol in you cyber-arm if you also had a cyber-torso which would handle all the dissipating heat. (perhaps having a small built-in refrigerator like the ones used to coll beer).

OK, that actually is plausible enough to make me think about it.
Here's how I would make it work, and this is all straight out of my hoop, but take a look:
You are going to have the ability to dissipate a certan amount of heat "stealthily" over any given period of time, call it one shot per every five minutes, simply based on the exoskeleton of the torso radiating at 98.6 degrees or maybe a few degrees higher. You could extend fins or something to increase that to one per minute but there goes your stealth. A refrigerator is a net gain of heat when you include the area around the refrigerator - remeber basic thermodynamics? You're using energy put into a system to move heat around the system, which means there has to be a net gain of energy (heat) overall. If your primary objective is to cool something speciffic, then you win (think a 6-pack of beer). But in this case, we're trying to DUMP heat out of the entire BODY. So an active "cooler" is out.
What you COULD do is use some form of thermal battery system where you have x number of shots worth of absorbtion before you max out. Think of it like the heat gague if you used to play Mechwarrior. You can keep firing as long as the bar doesn't go all the way to the top - then a cutoff would disable the laser until you managed to radiate at least one "shot" worth of heat. A sstem like that would be high on essence cost (having to make a good amount of extra space for the thermal battery in the torso - think like a cyber lung or three) though the radiators could all be part of the base exoskeleton and take up capacity slots. Your big limiting factor then would be power, unless you installed extra batteries in the torso as well. Now, on an airport scanner, you're going to look like what you are: a high energy weapon system. But to the naked eye you're still ok.
THAT is a pretty solid idea, but if you go that route, might as well go for the next laser up from the pistol since you're essentially becoming to street samurai and your primary weapon what the A-10 Thunderbolt II (Warthog) is to the GAU-8A Aveger 30mm cannon around which the entire airframe was designed and built. But that could actually work, and effectively, too. Good idea. Work even better on a full borg with a brain in a jar.
