Having been the cruel GM who made his team parachute into LA, no it doesn't default to athletics, you go all the way back to the attribute...and the TNs aren't very low to start with...

Seriously though, the canon rules are ultra-harsh when it comes to 'chuting. Even a full-time professional stands a very good chance of splatting each and every time he jumps, with no real way to lessen that chance.

Those of you have a HALO or HALO'ish skills get a lower tn. Those of you with athletics can default for the standard +2 tn. Those of you without athletics will be hitting the water at terminal velocity

We can't use Nightwing Gliders on remote controll or maybe a minisub from way outside the harbor that we can pilot in towards the entery point?

Forgive my ignorance here, but I don't understand this sentence. Maybe it's because I have a little trouble with the english language (It's not my first language). Are you saying that the only entrance to the base is through the sewers? This is some sort of underground base or something?
Or are you saying that we won't be able to figure out a secondary backup plan to get onto the base and into the building (such as the shaman using the conceal power of a spirit, and us sneaking onto the base, going through windows, etc)?

Pretty much. In the spec ops world you don't do your own planning, you get handed a plan and it's your job to make them work. So this is the plan, make it work

Well, I'll probably have the HVAR and the Predator, as well as some ammo. (Pred at the beginning for its Silencer, HVAR on the way out if people notice us. If.)
Outside of that... Looking like FFBA all the way.
If we have any StayDri bags or something equivalent... A few bits of surveillance gear/anti-surveillance gear.

I'm sure we'll have a way of getting our equipment. I know there are special bags for carrying equipment underwater and whatnot (they even have compressed air in them so you can carry the heavy stuff easier by just letting some more air out).
