No, the orbital elevator will be located on the equator (and possibly seaborne to deal with vibration in the rope). Because the corps decided they need a space elevator too, in case angry spirits eat the mass driver.

I think a few wires were crossed, given the book is the hackjob it is. Also, in the media, all terms for space elevator structures are used synonymously as meaning "LOL an elevator TO SPACE!!!". Just take this with the apropriate dose of salt and mumble about the crap people post on Jackpoint.
