Hi,
one of my player want to take this disadvantage. I fear that a 20BP ennemy should be a very powerfull organisation, isn't it right ?

it's more the corporate court forces vs the CIA..
They can go anywhere anytime... vs the CIA which is UCAS based and has to respect extrateritorial rights..

They could take more than one enemy and have 4 lvl 5 or one lvl 10 and two lvl 5

It's the CIA.
They never want lube. In fact, if you're pre-lubed, they send you out to get sandpaper to get rid of it.

I'm not sure the CIA would even be enough, they have a finite budget and a limited operational scope. This should be at least a AAA corp with an axe to grind, and enough international presence where they are unavoidable. Aztechnology would be a good bet, they have branches and subsidiaries all over the place and the resources tobe a major pain in the butt.

Connection rating 6 (remember a police captain alone has 5)
Membership +6 (1000+)
Area of influence +4 (National) or +6 (Global) depending on how much clout you consider the CIA has through its foreign stations and cooperation with foreign agencies.
Magical resources +1 (limited, not a majority of agents are awakened)
Matrix resources +1 (active) +2 (broad) or +4 (pervasive) depending on how you understand it and the level of cooperation with the NSA.
That would give the CIA a Modified Connection rating between 18 and 23. Add 1 to 6 points for the Incidence rating.

The lack of cooperation between agencies should actually reduce their standing some, CIA analyzes the take from all the Intelligence agencies (except for the ones that they don't) but has to rely on other agencies for a not insignificant portion of what they do. They have to jump through hoops legally (and step on the FBI's toes) to do much domestically and they need to borrow special forces assets from the military to actually take action in a lot of cases.
Given these oint values though it looks like an OG in a large street gang (A national one like MS-13) could probably achieve a connection of 10 without too much difficulty. For the number of build points thais flaw is worth it should be a major factor in the character's life.

Technically speaking, the CIA only works abroad. The NSA and FBI have jurisdiction within UCAS national limits...

Honestly, Enemy is a flaw that hurts everyone, but only pays the one player. Unfair.
Plus, it can be vastly disruptive to any other plotline at the 20BP level, right? Bleh!

at 20bp they got the money to hire runners, like the rest of the team.. to take them out

At 20BP they have the resources to send an Ares Firewatch team using Aztech Panther support and some Red Samurai just in case after your ass.
