I don't think the rules say, but it makes more sense one-handed.
You can't really use a second hand for better leverage, like you can with a rigid weapon.

By Raw if you split your Pool you could use 2 (maybe 3 ?) Whips in one Hand.
Or are there any Rules against that ?

Yeah, sound like fun. But the real fun comes after you used them : figuring a way untangle them to be able to retract the wires... whithout loosing too much fingers from the other hand

Right, but each finger is a 'one-handed weapon'. See? There are no less-than-one-handed weapons; even the fingertip dartguns are 'one weapon'.

To attack multiple targets, you don't need multiple weapons. All you have to do is split the dice pool. So functionally speaking, one monowhip in your hand is as good as four.

Except with four you could theoretically make four attacks on the same target.
