In 3rd and 2nd edition military grade armor was treated as vehicle armor. Does the same hold true in 4th ed?

Not AFAIK. Although you are immune to 0DV attacks used for injection vectors. (Dart guns and the like)

No, Military Grade Armor is not Hardened...

Last time i checked, military armor ignores stun damage. As vehicles do so as well i guess it is "hardened"...

No, it just has a decent amount of armor on it. Heavy milspec is 18/16 with helmet.
