Well, the nice thing about SR3 is the fact that the most important stat for spell slingers is WILLPOWER.
So if you don't care about running slower, go dwarf. more body, more strength, more willpower, resistance to toxin/poison/sickness. infradead eyes.

Mind, I was doing a budget-build (C, D, and E for attributes, skills, and resources) and still got something playable.
