The SR rules are not really "if it doesn't say I can't, I can".

Okay, sometimes they are like that. And in other areas they are "if it doesn't say I can, I cannot".

It varies by section, author, book, and sometimes by what phase of the moon it was printed in apparently.

It would be nice if there was a hard and fast rule like that, but instead we get the schizophrenic mess that is Shadowrun.

I don't think that's wholly fair. Sometimes it's easier and/or makes more sense to name the options and sometimes that is true of naming the exceptions. No rpg will ever completely relieve the need for common sense and rationalization, nor should it.

At least Shadowrun attempts to offer common sense to players in the form of an (albiet almost useles) quality.

While there are occasions where the rules are up for debate, there are just as many occasions where they are not. If the rules say A, than A is true. It doesn't imply B no matter how similar it is to A.
