Whether or not things like this are abused also heavily depends on the type of players that are in your gaming group. I haven't ran into this type of abuse because, generally speaking, my players know that if they 'abuse' something, eventually their enemies will 'abuse' it also. After all, if something is that awesome, why wouldn't their competition/opposition use it also?

Unless 2070's cars are made of nonmetallic frames & body alike...

I pretty much consider that a given...

Yeah, previous editions have made a deal about how difficult it is for someone using magnetic hands to actually find a ferrous spot in most vehicles to latch onto.

I am of the "You must do damage to have an effect" houserule crowd.

I am also of the opinion that elemental effects should have to do physical damage, not merely stun, to affect spirits and vehicles.

Not all metals are magnetic. Not all nonmagnetic materials are also non-metallic.

Aluminum isn't very magnetic, after all - yet it's quite conductive.

The problem I see with the "no shock unless the round dealt damage" rule is that it adds yet another roll. First the target soaks damage, if the soak roll fails throw away the roll and roll again to soak electricity damage, and once more for secondary effects...

I think the idea was, if the projectile does not at least one box of damage, there is no roll for incapacitation or the -2. So it actually reduces the amount of rolls.

Err... no, not exactly.

Attack
Defense (Dodge)
If hit: Damage Resistance (Soak)
If damage is applied to condition monitor: Secondary Effect

As opposed to the normal order:

Attack
Defense (Dodge)
If hit: Damage Resistance (Soak)
Secondary Effect

The only difference is that you check whether damage has been applied or not, and then either make the roll or not; as opposed to always making the roll.
