109. You've run out of Weapons to add to your collection.
110. You've run out of Critters to weaponize.
111. All of your bullets are individually Anchored to cast high force combat spells upon contact with foreign auras. Yes, all of them.
112. You're resorting to hounding out loopholes in the rules just to be able to keep advancing your character.

Well the sheep has done more runs than most shadowteams. It and Hackbaby are number one with the bullet.

114: Media companies change the details of your runs because they are too over the top.

116a: When Lofwyr gladly pays your taxes for you.

Okay, I guess I should take a more serious stab at this.

119: When your exploits and characters have become so well-known that it's simpler and cheaper to pay taxes and mark down all your income as "Illegal Gains" rather than try to dodge the tax men of every jurisdiction in the world.
120: When Lofwyr inducts your characters into the ranks of dragonkind rather than be forced to admit that mere humans are capable of the things you're on record as having done.
121: When, having been officially inducted into the ranks of dragonkind, you then set about determining how best to advance your official status to that of Great Dragon.

I think when you do that, the Corporate Court officially announces a pardon for all your crimes past, present, and future, and gets all the megas and governments to agree to it. (CC Justices hate spam as much as Joe Blow.)

That's when you contact the megacorps and put out an open contract for the corps to design and prototype something new that will get your attention. It can be anything they like; the corp that makes the most interesting whatever for your bid not only gets funded to set up production on it, but gets your public endorsement.
