Of course it doesn't. The rule you quoted also assumes no essence loss due to cyberware etc. It's a general rule, that gets overridden by specific rules.

I wondered the same thing, but the character creation examples clearly show you being able to declare your intention of taking the quality to raise an attribute or skill, and then to use the normal point pools from the appropriate step.

In our missions group, we didn't start out with a maxed out essence on either of our combat characters.

Our orc ganger was a built on a budget character (resources D):
He only picked up wired reflexes 1 and plastic bone lacing, leaving him at 3.5 essence, so he has tons of room to expand, and has a very solid basis of skills and attributes to go with the little bit of ware he started with. (The character plans to cyber up over time, and is a looting machine to pay for it.)

Our former corporate bodyguard actually went big budget (resources A):
Alphaware Cybereyes 3 (decked out), Alphaware Cyberears 3 (decked out), Alphaware Muscle Toner 2, Alphaware Muscle Augmentation 2, Alphaware Bone Density Augmentation 3, and a Synaptic Booster 2. With all of that I believe his essense was sitting at an even 3.0, so even without upgrading, he can double the amount of cyberware/bioware he puts in. Having seen the character in action for one session, that was quite the combination of ware.

you need to check your corp body guard for avaliblity. I'm not gonna go pulling out my rule book but since alpha ware adds +2 to availability, a lot of those things he can't get as alpha.

The only one that's off is the Bone Density, everything else is 12 or under.

Alphaware Bone Density Aug 3 is Availability 14.

getting alpha bioware at character gen seems like a waste of money. given how little essence it costs already, I'm not seeing the return on investment.

Checking with that player, their bone density wasn't alpha either.

And basically, all the alphaware meant they could go ahead and fill up with other stuff later without having to worry about essence as he makes money.
