But the rules in the Shadowrun Companion were inconsistent with the setting, because NPC shapeshifters functioned differently. That makes baby jesus cry too!

Shapeshifters in Shadowrun are animals who can transform into a shape which can easily be mistaken for a human. This form has above average physical characteristics and they have enhanced Charisma (like an Elf).

They Regenerate, and they are allergic to Silver.

The Tiger in SR4 has stats of (which corresponds to):

B 6 (4/9)
A 5 (3/8 )
R 4 (2/7)
S 5 (3/8 )

Natural Weaponry has a DV of Str/2 + 2 as predicted.

So you can see, this makes for a pretty badass mofo - to the point where being naked almost isn't even a problem. Making one of these playable is difficult, because it's not a human being - but as long as it's an NPC that isn't something you need worry yourself over.

But there are no rules for them in SR4 so that doesn't apply.

Regenerating creatures in SR3 were far more formidable than regenerating creatures in SR4 due to the way the power worked. Instead of a magic+body test, regeneration causes a critter to completely heal all damage every combat turn and allowed the critter to ignore a full condition monitor 5/6 of the time. Called shorts to the head, fire, and allergens reduced that chance to 2/3 instead of making regeneration impossible. The only exception was weapon foci, which required regenerating critters to roll their essence vs the focus' force if it caused deadly damage or else die instantly without overflow. Of course, shapeshifters had 8 essence instead of the usual 6 and they were only at a disadvantage if the focus was of a force greater than 2.

for a whileo ur cmapaign had a shifter. she wore a vest and had a jumpsuit made of balistic cloth so when she shifted she could strip quickly. Then the bitch of it was carrying her crap.

Sure in the mall or office a panther was freaking usless but in a park or the wilderness around Seattle she rocked. Until a Mantid ate her head.

We had a player who enjoyed playing shifters for a while. Unless his third character was killed when he rolled a 1 for regeneration at the end of a combat turn.
His characters were always naked in shifted form, we all agreed on that.

Right. So the NPC didn't rape the character, the GM did.

I mean, before the campaign did the GM really sit down with the character and say, "Since you're a weretiger, I will arbitrarily decide when you go into heat and you will have no control over your character." I doubt it.
As they say on Fear the Boot (a podcast), The GM is in control of the entire world and all the NPCs, while the player gets ONE character that they can actually control; don't take that away from them.
