they don't need to . . just regulate transfer of stuff in and out . . make up some reason to delay certain deliveries . . make for a little shortage of food/water . .or don't take away the garbage or something like that . .

Actually,I don't think they have the authority, from what I can gather its leaders of various activist groups and at least one tribe. There really isn't a Lakota nation its an alliance of various reservations of Lakota in the west which includes several tribes.
This attempt will fail. The U.S Government won't give back ANY land, and even if the United Nation asks us to which I doubt as the "leaders" are calling for thousands of square miles of land which is already occupied by people who will not be happy at having to leave.
If they really want to improve the lives of the people living on the reservations they should be abandoned them. Slightly over half of Native Americans already abandoned them.
I see two endings,
One: As this is not a declaration coming from actual leaders among the Lakota Alliance it will fail outright
Two: If the Lakota leaders do in fact go along with this or they do have the authority to make such a statement. Then the U.S government will throw money at the problem and make it go away.
Which may be the actual intent its a common diplomatic ploy.

I, for one, fully support my Lakota brothers' endeavor to throw off the yoke of imperial tyranny and strongly recommend that they obtain nuclear weapons as quickly as possible in order to solidify their position and make it impossible for the Empire of America's savage war machine to crush them without unacceptable loses.

Let me tell you exactly how the US government, the state governments, the court system, the military, industry, banking and real-estate officials and federal agencies are going to handle this whole situation. There simply going to ignore it. Why? Because it’s not real. Its a couple deluded zealots who aren’t anything talking out of their asses. It’s an intriguing media story filled with fire and furry, but utterly lacking substance. Perhaps the FBI will raid them for making fake IDs when they start to issue drivers license. Perhaps the treasury department will raid them when they begin to print currency. Surely the IRS will go after those who fail to report and pay income tax. That is all.

What would be really funny, and terribly effective I suspect, is if the Feds actually gave in to the request and granted a large existing reservation as 'Lakota country' or what have you.
Then immedeatly ceased all federal aid to the region. Reserves, particularly in teh midwest, were chosen because it was land that was unwanted, useless except for housing the embarassement of natives. Maybe even put up a border control to prevent free crossing.
No resources, no way to make a decent living, most of the workforce is suffering from poor education, rampant alcoholism and depression. What the fuck are they going to do for an economy? For Food? For power and water? Most of that stuff comes from outside now, most of it in the form of federal aid.
Granting their wish would be the worst thing we could do to them, in the 'shoot him in the gut and let him bleed out' sort of way.

Declare war on the United States, hit a Navy officer with a piece of stale Cuban bread, surrender one minute later, and demand 1 billion dollars in foreign aid to help rebuild from the devastation of the war.
It worked for the Conch Republic, which remains technically independent to this day (though it is a defacto Florida city).

Uh, the people who did this have absolutely no authority in any of the Sioux tribes. The idiot in charge is a long time radical and protested Russell Means who has no authority for any tribe. He is a Lakota Sioux and that is as far as his creditionals go.
This was just another stupid stunt he and his group of hippies do and the drive by media didn't do their homework. Typical of journalists a few minutes on the internet and they wouldn't look like morons later.

One of the clever things everybody seems to have missed about this was the declaration that in the new Lakota nation, anyone who abandoned their US citizen was granted immediately Lakota citizenship. Meaning that they wouldn't be driving everybody out of their territory because they didn't happen to be native.
However, it's kind of a moot point. As mentioned previously, there is no legitimacy to this claim as the majority of the people involved are not actually leaders of their people as they claim.

It might also be a red herring. It may be that they are trying to gain the upper hand at the negotiation table. As fans of SR we should all know the target that we are pointing at is not the prize at all. Personally I think the various governments should find some sort of solution and just end the whole land claims issue once and for all
