The reason for this is Type-O is the universal doner, the majority of bio-ware is Type-O so that anyone can use it. Unfortunately, like with blood types, a universal doner can ONLY receive Type-O organs. Something that is second-hand has come out of someone else, and aligned itself with their body type so it will no longer be Type-O, and their body will reject it. But when we can vat grow organs, it makes sense to grow them as Type-O, as well if we can make synthetic blood we will make it Type-O so that it is universal in its applications.
Type-O is a rare trait for people, since it is a recessive trait, there's a good chance by 2070 there will be very few people with this trait, being effectively bred out of society. So a Type-O person would only be able to use a second-hand organ from a Type-O person, making it very difficult to find. Since this organ would be a Type-O organ, to come from a Type-O person, it actually wouldn't be considered second-hand because it could be used universally by anyone. Type-O people can sell their organs and make good money, because their organs wouldn't count as second-hand. Getting cybered could potentially make money for a Type-O person if you use a legit hospital.
