Back to the Attribute + Skill + Tool thing,

Good Thing: Tests don't have to be Opposed Tests any more, and can instead use a single rating as a threshold.

Bad Thing: Everything, and I do mean EVERYTHING, will have to have a rating.

Sorry, I shouldn't have said "or program". Rated Programs are definitely Skill + Program. "Devices" use Logic + Skill - but personally I would consider certain kinds of special-purpose programs (especially on custom hardware) as Devices rather than a Program.
