And here's the flip side of that situation. If there was no sniper and it was just a SWAT style team that shot you up, you probably wouldn't be wanting revenge against the remaining living SWAT members. They're impersonal, that sniper made the encounter personal.

The SWAT team are faceless foe sent by somebody - so you go after that somebody.

The sniper is a somebody, sent by a somebody else. So you go after the sniper, and use them as a way to get to the somebody else. The classic 'Please don't kill me, it wasn't personal.' 'No, it wasn't. Neither is this/ But this is', Blam!
