Actually, no. Each person's odds of winning the lottery are exactly the same as they were before.

LoseAsDirected never claimed otherwise. He simply stated that it's more likely for someone to win the lottery if millions of people play it than it is if just one person plays it.

Here's a silly thought: Could an Adept with the Quick Strike Power and Move-By-Wire-3 or 4 use the QS to act first with his additional action (which would normally be last in an Init Pass), and after that act as normal with his original action in that IP?

I wouldn't allow it, but I'm wondering if there's any canonical reason why not (or why yes). Would someone allow it?

I will agree that in theory any number is possible, but the few PCs i have seen try to be uber fast will admit once you can average about 50 the karma costs usauly make it too high to bother. I once saw a character who was averaging around 70 after about 50 games played but everything else on him was a starting character.

you might be able to do it the other way--use your normal action, and then QS the additional action.
